No being outside their respective levels could enter Galaxies that were not designated for their level, and this rule could be broken as the galaxies with the Bloody Battlefields Galaxy Clusters were the ones used to anchor the Slaughter Star Monolith in the Animus Universe!

As a Universal Construct that could act to promote Slaughter and influence multiple Universes, it came with its own limitations as the division of power was one of them!
