Since the merging of the old Primordial Cosmos and Noah's Universal Construct had just occurred, the vital essence for both Ruination and Primordial Essence was extremely low. It was only enough for the emergence of one or two Universes.

The number of Marks of Antiquity he held meant he could change the nature of his remaining normal Universes into a Splendiferous Universe as with nothing to stop him, he allowed the Marks to flow into his billions of Galaxies and change them into Dao Galaxies right away!
