Noah saw the scene of the Cosmic Primordial Beast splitting its bodies apart with ease from the 13 Clones that had yet to perish but were each facing a Draconic-Elephant Primordial Beast, and he saw this flash of white light that shockingly represented another Edict as that made it 3 so far!

'The hell kind of Edict is that? Does it allow you to clone yourself indefinitely?' Noah's heart wasn't frightened in the least bit as he became even more excited, wanting to know all the possibilities out there as he wanted to form many of his own edicts!

So far, three of his clones had perished as this wasn't happening in an order, this was just being described in such a manner! But truthfully, all of the 15 initial clones were being attacked simultaneously as with little variation...the timing of their impact with the Draconic-Elephant Primordial Beast was at the same time.
