They had to lead Robin and his team’into international waters at all costs.

The Panacea Ocean Warriors Alliance had struck a deal with the Dark Syndicate. They had agreed to assassinate Divine Drakebane in international waters.

Caym had promised that after Drakebane was killed, both the ancient relic and the Golden Dragon pendant would be handed over to the Panacea Ocean Warriors Alliance.

Snivy fully understood Dark Syndicate’s intent and immediately adjusted course, speeding straight toward international waters.
