The chief of police was named Gabe Wholeton. He used to be Sean's subordinate and had followed Sean into war with Zander.

Gabe's time with Sean was shorter than Zander's, but not because he came later. Gabe had followed Sean earlier than Zander. However, he was severely wounded in a battle five years ago.
