They had great control over water and depending on the body of water they lived in, their strength could vary. A Flood Dragon that lived in a river was incomparable to one that lived in a Sea or Ocean. A sea might only have one or two of them, but an Ocean could have tens or even hundreds of them. And the one showed in the mural was massive when Lin Mu compared the size of the city.
